Ichkhan Tovmassian has both diplomatic and military academic training.

Born in Russia, he moved and lived in France for over 20 years before coming to Armenia in September 2023. He graduated with a master's degree from SciencesPo Paris (IEP Paris) where he studied social sciences and human resources management. International relations are also part of the skills that he was able to acquire through an internship at the Armenian Embassy in France and a year of university exchange at the Moscow State Institute of International Relations (MGIMO).

After working in the private sector in the luxury industry, he chose to join the French army where he served for three years as a platoon commander in an infantry regiment.

Thanks to the iGorts program, Ichkhan was chosen to join the Ministry of Defense of the Republic of Armenia, which for the first time this year, chose to welcome an Armenian expert from the diaspora.

Deeply involved in the Armenian community in France, Ichkhan is also passionate about history and combat sports.
