Armen Melkonyan was born and raised in Rostov-on-Don. He graduated from the Southern Federal University, majoring in finance and credit.

His work, to a greater extent, is connected with the banking and insurance sectors of the economy. He was engaged in consulting and sales of banking products, execution of loan and security documentation with legal entities, and the credit operations of the management of small and medium-sized businesses. He supervised the work of an insurance company with partners, namely banks and leasing companies. He was also involved in corporate sales (insurance of hazardous production facilities, construction and installation works, cargo insurance, property insurance, and other types of insurance).

Within the framework of the iGorts program, in the Department of Trade and Integration within the framework of cooperation with the Eurasian Economic Union (EAEU), he participates in the implementation of digital commerce, as well as the development of relevant legal acts related to the introduction of electronic commerce.
