Karen Khachatryan is from Russia. After graduating from the Law Faculty of the Rostov State Economic Academy, he began his professional career in the Federal Antimonopoly Service and continued in the Regional Tariff Service.

Since 2012, he has continued his professional activity in the private sector, providing consulting services to enterprises, working in energy, water supply, and other regulated areas, carrying out energy audits, and consulting on energy efficiency issues. One of the activities was also the creation and development of private organizations engaged in electricity transmission.

Since 2020, he has also represented the interests of private companies in tax authorities and provided judicial protection for the rights of taxpayer organizations.

Karen moved to Armenia and started working in the Strategic Policy Department of the Ministry of Environment in September 2022.
