Raffi is a specialist in international relations and international law. He was born in Armenia, but grew up and was educated in the Republic of Belarus. He graduated with an  honors master’s degree from the Belarusian State University, with a specialization in international relations and foreign policy.

Raffi has successful experience of cooperation with such international structures and platforms as UNC, ICSID, UNCTAD, UNC, ICRC, ICC, CIS, etc. He has represented the Republic of Belarus at the international "Jean-Pictet Competition on International Humanitarian Law" and "Martens Moot Court Competition on International Humanitarian Law. Prior to joining the “iGorts” program, he worked as CEO of ELSIF LLC, specializing in the development of Blockchain and Cryptocurrency technologies.

His workplace within the framework of the "iGorts" program is at the Ministry of Economy.
