Gor Isoyan was born in the city of Sevan in the Republic of Armenia, then moved to the Russian Federation. He graduated from the Department of Jurisprudence of the Russian Academy of National Economy and Public Administration with a bachelor's and master's degree. Prior to participating in the “iGorts” program, Gor was engaged in advocacy, protecting the rights and interests of citizens during criminal and administrative offenses.

His workplace within the framework of the "iGorts " program is at the Commission for the Protection of Human Rights and Public Affairs of the National Assembly of the Republic of Armenia.
