Artur was born in Russia and graduated with a degree in Management from the Higher School of Business at Lomonosov Moscow State University.

He worked in urban development in Moscow, and then founded a social development center for children in Gyumri. Additionally, Artur contributed to the Tourism and Urbanism Foundation, which focused on regional development in Armenia.
