Ashot Barseghyan was born in Armenia and moved to Russia after completing school. He graduated with honors from the Institute of Economics and Law at the Volgograd State Academy of Architecture and Civil Engineering, then pursued graduate studies, earning a PhD in Economics.

Ashot went on to teach at Volgograd State University, where he also managed the scientific and international activities of the Faculty of Management and Regional Economics. He later transitioned to the development sector, serving as the Director of the Commercial Real Estate Department at MIAN Corporation in Moscow and as the CEO of the TIGARBO Group of Companies in Rostov-on-Don.
