Parandzem Mikaelyan was born in Krasnodar, Russia. She graduated from the Moscow Academy of Labour and Social Relations with a Bachelor’s degree in Law.

She began her professional career as a legal assistant, preparing legal documents, analyzing court practices, and providing legal advice to citizens.

Throughout her career, she gained experience at the Federal Court Bailiff Service of the Russian Federation, overseeing the enforcement of court decisions and coordinating with government bodies. For her professionalism, she was awarded the rank of Lieutenant and received departmental honors.
